He said he can't send through paypal because it got locked for too many "little transactions", but when i tell him to send via bank transfer or other payment methods he refuses to send the money he owes too. He accuses me of not providing receipts (which i have all of them by the way) to blame his paypal account getting locked that has nothing to do with paysafecard.
