You can change operations in the "Operations" tab in the TSM window. Then expand "Auctioning Operations", and pick the operation you want to change the maximum price behavior for. You can change the "When above maximum" setting on the operation you have selected to post at maximum price.
OR if you know your way around TSM and the market on your server, you can change the maximum price string instead.
But be careful though, or else you'll end up posting a lot of items, wasting gold if there's no chance it'll get sold at maximum price (in case it's an insanely ridiculous price, or just not worth it to others to buy it at the posted price because it exceeds the market value.) :-)
