If you refuse to use public IPs, you will naturally have to pay.
The specific service giver you'll have to find yourself, but the term you should look for is premium / private proxy.
Your best bet are premium proxies with SSL.
If you're up for some reliable free sources, I'd suggest SoftetherVPN - it is public but the IPs stay static for very long periods of time, I personally used to use it for online games as well, but most importantly - it's open source!
