It is all about quality not quantity. If more people concerned about players online will actually try the server, thus more would be online.

You can check by yourself, that majority of players online are actually playing, not botting. Imagine, for example, having 200 ppl online, 5% of which are actually babysitting and able to speak with you, versus 50 players online that almost everyone is active.
