Disable few cost

Hi, content of this script, disabled enchant/link/extract/gatekeeper cost.
i was created for my customer and
he say "everybody use", so that's why here.
this is useful for pvp server and
farm servers use for events like "cost disabled for 5h"
so enjoy it.
just tested ep 5 ps_game.
