Next time instead of posting like an idiot newb at least try and post like you have some minor intelligence and explain your specific problem or computer setup so we have something to work with. I downloaded this game three days ago so I'll assume you had the same problem as I did.
By downloading the file listed in the link and placing it in your s4 folder it will fix the problem of the patcher not functioning correctly.
If that does not solve your problem try checking the ACTUAL forums:
