Need For Speed: World - Online Again! (In Progress)

I'm trying to re-open again the server of NFSW using as the basis of a project server which is available on . But I'm having problems I can't solve. (See the image >>> ) [SERVERERROR_FATAL_ERRORCODE_13]

The error is in a file called "ProfileData.xml" that I do not know how to should be created, by searching found nothing.

My attempt was the following:
Based on the code:
And based on the file "GetPermanentSession.xml":
GetPermanentSession_template.xml is same to GetPermanentSession.xml


So I wanted to know who is willing to help me!
The server uses the languages 'C#/XML/MySQL' and may need to use 'Java and Python' in the future.

I need help at the moment with XML.

I'm using the soapbox-server/launcher that you recommended me, I'll wait for a new version with error correction and then will open the server
