You need to buy the eliteGold through the internal system right here:

And you need to buy at least 260 elite gold to become one!

If you only want the badge to be able to sell your elite*Gold for real money you can alternatively get the Premium badge. This would also work for one month. Otherwise you have to buy the elite*Gold directly through the system. You will not receive the elite*Gold Trader badge if you buy elite*Gold from other users.
