Hey guys
can i ask 3 ques and answer me
1-can i use Vps to make reff service?
2-what is best site i can pay to buy vps?
3-are there anything best than VPS ?

1) depends but in most of the cases no.
2) depending of the answer before, you can google.
3) Womens are better than VPS, and a lot of other things... so that question its stupid..

lol.. I think you have to google a lot and learn first what is an VPS.

VPS it's already a virtual machine (different than dedicated server), usually with CPU/RAM/Disk resources so you can run a OS on it.

95% or more of the VPS offer they don't support 3d Accelaration, so if you plan to use a BOT that uses the gameclient to do refs forgeret, you can't even launch the game.

the rest of VPS that you could find that have support for 3d Accelaration probably they will be very expensive.

Conclusion just go to a PC shop and buy a PC. Renting Dedicated Servers in the end(after some months) its more expensive than buy a PC (the PC you keep for yourself, the dedicated server not).
