Hello. I want to report someone

Hey there!
Here my problem:

I bought a Elo Boost from Plat 1 to Diamond 5 for 45 Euro from someone.
Problem is the guy which should boost my account stopped at 45 LP.

He told me 3 days ago he will finish it tomrrow cuz hes ill atm.
Now he doesnt come back to skype to tel me whats up now.

I payed alot of money for that and the biggest problme he is trusted and a premium user.
What can i do now?
Can someone help me?
I did "request a trade".

maybe give a negative rating, when he says he will do it you see hes doing his job otherwise it looks like he scammed you.When you traded per paypal just take your money back

I fel scammed when im buying something on forums too,thats why im only selling goods. XD
