Only thing I found on this is that they stop supporting XP and 2000 on 1.1.21 and will update to vs2019 in the future but no set date for it.
"It is only a matter of time before we will be building Guild Wars with Visual Studio 2019 and future compilers. So as of January 1st, 2021, we will no longer provide official support for Windows XP or Windows 2000. While the game may continue to run on those operating systems we will stop internal testing on that date."
