How do I boost a server, let's say I hosted in SG and wanted LA to get boosted ? Is it possible?

Like, I hosted my server in Singapore, I wanted to get the NA or EU to get almost same ping as my original hosted. is that even possible? if its so where do i get one

It is not possible.

If you host a server in Singapore no matter what you do the information has to travel more distance to get to EU and NA and back to the server in Singapore. It is not possible to make every location on earth have the same ping/latency to a single server located in one specific area on the planet.

If you want the all of the players to suffer equally but still be able to somewhat play on your server - somewhere in Europe. That's about your only option.

Contact NASA to add a server in the moon that way everyone on earth will suffer terrible ping
