I specifically made this account, after googling "SBMMOFF scam" and stumbling upon your post in the search results, to give you my review of the software. COPIED & PASTED from the discord for SBMMOFF.
--Day 1 of VPN, Attempt 1--
SBMMOFF server : Brazil
Latency/Ping : 175 to 220/ms
Squad size : 3
Game modes : Tier 1 Hardpoint and Domination
Results : Disappointing, Confusing, Mixed Emotions. Sweat-fest. Games were ultimately sweater than our usual lobbies, did not help that we are also on 175 to 220 ping compared to enemies.
Explanation : First game, resulted in me and my guys, matchmaking with a couple of players, who ended up on our team. In Discord, we were struck with confusion, as our team members had a heavy foreign accent, something we were not accustom to. After talking and just joking around with the players, they questioned where we were from, we stated so and asked the same. Upon using the Brazil server on SBMMOFF, we found out that we physically connected to an Asia server on Modern Warfare 2. This process was repeated for a couple games on the SBMMOFF Brazil server, before ultimately deciding to switch servers, after repeatedly being connected to Asia servers, matching with the same players once again, later on.
-Day 1 of VPN, Attempt 2-
SBMMOFF server : Nigeria
Latency : 175 to 220/ms
Squad Size : 2
Game Mode : Tier 1 Domination and Hardpoint
Results : Ironically Identical to Attempt 1. Confused, Sweat-fest, Disappointed, and left with mixed emotions.
Explanation: 2 games in, matched with the same previous Asia server guys, that we had matchmaked with before in Attempt 1. Resulted us, being back into an Modern Warfare 2 Asia server. Of course, we enjoyed our shits and giggles with the players, but still, stumped on the claims of this software stating "you will matchmake locally." So, gave it another shot by switching SBMMOFF servers.
-Day 1, Attempt 3-
SBMMOFF server : Cyprus
Latency : 175 to 220/ms
Squad size : 2
Game Mode : Tier 1 Domination and Hardpoint
Results : You can just about guess. They are the same as before.
Explanation : Although, we did not match with the same 2 players again. We kept coming across Asian lettering, foreign languages on communications, high Latency & Ping and questioned a partial English speaking player we found. Who, confirmed that he plays on Asia sided servers.
--Conclusion--
To no avail, three different servers. Three of the same results. The software states that it does not alter your matchmaking location, as you will still play on local servers and "low ping."(Which, realistically speaking, would be the ping you normally obtain.)
•Our pings are 18 to 25/ms.
•Our MW2 servers of origin are NA East.
•Upon using this software, we noticed higher ping values and alternate MW2 servers. *175 to 220/ms *Server of conclusion : Asia
Multiple games. Over 12. Using SBMMOFF. Using multiple SBMMOFF servers. Checking Network Info correctly. Put into one MW2 server. Placed against players of higher SB and/or same, with the advantage of a lower ping than us.
--Review after Day 1--
•Does the software work?
-Depends on which way you're intending it to work.
*Meaning : The software is acting as a VPN, but is not working in the standards it claims to adhere to.
•Does it remove SBMM?
*In my multiple server, day one experience, I can say(opinionated), that it does not. Although, until Call of Duty releases stats, to view Average K/D per lobby, I cannot chalk it up as snake oil just yet.
•Do you recommend others to purchase this software?
-Unfortunately, absolutely not, as of now. Until further documentation can be gathered from statistical proof of lobbies, purchasers are left to determine if the software is working as intended to it's said standards, with, little to no refund time, according to TOS. They do not offer a unsatisfactory refund and will only issue a refund if the software "does not function" AFTER troubleshooting. Which, could be the seller stating "Software functions" but not to your intentions or the intentions the seller claims, which can still, end up in a finalized sale, because the software, has functionality, just not intended.
It will take a full day to process your tests of the software, to document your own sort of statistics. You may not like the results, so you can definitely reach out to support for SBMMOFF and may receive help within 24 hours. Which, by then, can be(not saying will) 48 hours has/can pass, and your refund timeframe period had ended.

Summary of experience for whole day : Possible snake oil. Cannot confirm, will not claim it is. Software works as a partial VPN, but not as claims. Be wary.
**RECENT UPDATE**
I was TIMED OUT from the SBMMOFF discord server after posting the above review of their product.
Owner and Developer of the software, Karl personally messaged me on discord and issued me a refund. He seems to be easy to work with and refunded me, after the software did not work as INTENDED, not upon functionality. Because it did function as a partial VPN. Karl can be seen being difficult with his customers in public chat, which, made me wary of being issued a refund. But he did not hesitate to help. Whether or not, it's going to be processed, time will tell. Although , he does not issue a full refund. Issues partial and keeps $5. Which, I will not scrap with another man over the internet for $5.
