Picking a phone plan for a new Battle.net account

So I typically go through the route of purchasing Battle.net accounts that already have a legit phone number attached to them and are verified. I have since been trying to figure out how these sellers provide accounts with non-prepaid phone numbers in order for the accounts to be verified with a phone number.

Battle.net accounts do not accept prepaid phone numbers. I have looked into Ting, Tello, Ming, and cheap Verizon, T-Mobile, and AT&T plans, but they all seem to be prepaid lines.

Does anyone know how these sellers get phone numbers that work with Battle.net accounts? Or does anyone know of phone service providers that offer inexpensive phone plans which are not prepaid? Thanks.
