If you paid via friends & family (Paypal) or paysafecard nope. And if you did not request a trade with the seller then you cannot even give him a negative rating. That is why you should always use the trading system here on ePvP because then you could have also opened a ticket in the complaint area.

and you can also make a complaint because of your received negative rating, however, you need to have premium for it
