I wouldn't use safe and unlock all in the same sentence. But on that note, I would suggest SayRiveras unlock tool. I personally haven't used anything other than that.

No unlockers have ever been safe long term. Some of the more popular ones are due for a Ricochet beat down

only ever use unlock all on an account you dont care about,
ig just use EO's built in unlock all, probably just as good as any standalone unlock tool you can find.
